Abstract

One of most efficient forms to promote social inclusin is by means of implementing housing public policies. Due to constitutional order, Administrator has the duty to implement all policies stated by Law. By affirming the Right to the Cityr, structured from the concept of the right to adequate housing, we seek to affirm the existence (and the necessity of realisation) of the right to Urban Planning as a subjective right, or at least as a fundamental right, pointing it as an essential element to mitigate the absence of public urban space adequate to assert that citizens are subjects of rights.
