Abstract

This research project seeks to examine the recent attempts at regional planning in Brazil. Specifically, it focuses on local and state level initiatives of regional planning during the period with no Federal requirements for it-between the 1980s and the passage of the Estatuto da Cidade. In doing so, it emphasizes an understanding of the governance structures, local actors, and social, policy, and economic contexts in which these plans and projects are employed and implemented. To do so, it relies on three case study city-regions and utilizes a mixed-methods research approach consisting of in-depth semi-structured interviews, focus groups, and document analysis. It foresees both rich and new empirical results for recent attempts at regional planning during the interim period as well as practical lessons for the coming implementation of the Estatuto da Metropole.
