Abstract

Although the "water crisis" is being widely debated, it has addressed only the issues related to the management of the metropolitan system of São Paulo water supply and lesser extent, the possible climatic influence. However, there is a size which has been neglected: this urban infrastructure design system. This research project starts from the premise that the "water crisis" is also due to the inadequacy of the hegemonic urbanization model that historically disregarded the natural basis of the city and capitulated urban planning on behalf of the production infrastructures invariably large-scale, centralized, monofunctional, designed to withstand the forces of nature and never to adapt to them. This research aims to assess the current water supply system under the paradigm of Green Infrastructure in order to verify the hypothesis that you can also assign the metropolitan water scarcity framework to design their own supply system. A theoretical framework will be presented which combines fuzzy concepts in the scientific literature such as modulation, multiescalaridade, decentralization, multi-functionality, resilience, adaptation and redundancy, which will understand the inadequacy of the system and propose solutions and guidelines for the redesign of the system, thus reversing the serious water scarcity framework that victimizes the population in the metropolitan area of São Paulo and pressure on natural ecosystems in an even larger area.
