Abstract

Introduction: Due to the increasing aging of the population and consequent increased use of health services, the health spending have been increasing in recent years. However, little is known if the existence of preventive actions in Primary Care affects the use of health services. Objectives: 1) Conduct a survey of preventive actions and health promotion in primary health care; 2) Assess the relationship between preventive measures of primary care and the use of health services of Secondary Care. Methods: This is a cross sectional study, retrospective, with documentary analysis, developed in the Health Care System in São Carlos, SP, analyzing data about use of health services in 2015 and 2016. The sample will be all users from the public municipal health who participated and did not participate in preventive interventions in Primary Care in the last year. Registration forms will be used referring to general information about the existence and operation of preventive actions. Analysis of medical records and attendance records in health facilities of Secondary Care will be carried out. It will be analyzed the number of visits, the reason for searching the service, tests and prescription drugs. It will be held descriptive and comparison analysis between the participants and non-participants groups, considering the value of p <0.05. Expected results: It is expected that there are preventive actions in most of the health centers and that each Unit has one or two interventions. It is also expected that the participation of users in preventive interventions can reduce the use of services in Secondary Care. (AU)
