Abstract

The reform of Brazilian state initiated in the 1990's redefined the role of the State due to the means of governance and management of its economic and social resources. Changes in the offer of services directly affected as environmental public policies and favored as concessions of use and outsourcing of services become part of the reality of Protected Areas (PAs) due to the absence of financial investments and human resources by the governance for the maintenance and management of PAs. Understanding the role of Protected Areas and the role of public and private sectors in conservation has large importance, since there are differences between the primary interests of each agent. The objective of this work is to analyze the relationship between public policies and private capital in Protected Areas by studying the outsourcing of services in the Serra do Mar State Park (PESM) - Divisions Picinguaba and Santa Virginia, as wee as future concessions of use and services proposed by Law No. 16.260/2016 that will operate in the PESM - Division Santa Virginia. Semi-structured interviews will be applied taking into consideration the Theory of Social Representations, aiming to investigate the perception of social representatives about the concessions of use and outsourcing of services in the PESM Divisions. The perception of social aspects will be categorized using content analysis, with their frequency and correspondence investigated using the method of correspondence analysis (CA). (AU)
