Abstract

The research aims to identify and analyze the housing programs and enterprises developed in the city of São Paulo from financing. It focuses on resources allocated by programs of the special fund called FGTS, which is the Severance Indemnity Fund for employees. Taking the period 2000-2014, the study will seek the identification, characterization and georeferencing of the real estate production financed with resources of FGTS, in order to recognize the population served and to comprehend its social role in a Brazilian municipality that has an alarming housing shortage. Understand how the funds are collected, managed and allocated includes also the identification of the main agents involved in urban planning operations. From the georeferencing of housing it will be possible to articulate the obtained information with existing socioeconomic data, such as the IPVS, an index that analyzes the social vulnerability in São Paulo. As a result it can be expected mappings that allow the spatial and interpretation of the question. It sought, beyond the understanding of systems, a critical analysis of the relationship between areas that received funds and the poorest regions of São Paulo which may assist in the improvement of urban public policies.
