Abstract In the post-World War II period, the theme of development became relevant on the international agenda. Each subsequent decade has set up scenarios with different views on development goals and strategies. But in all of them Official Development Assistance (ODA) has remained the main instrument of developed countries to the periphery. In the early 2000s, Aid gained space as a means of implementation of the UN Millennium Development Goals (MDGs) and has been continued with this role in the 2030 agenda for the Sustainable Development Goals (ODS). Despite all of this importance attributed to Aid over the last decades, there is no consensus in the literature about its role and its effectiveness to the development. The research intends to map and contrast distinct views of ODA, considering four theoretical perspectives: the most recent pro-Aid literature, which supports analytically its role as a development tool, to some extent led by economist Jeffrey Sachs; the authors linked to economic liberalism; structuralist developmentalism; and Marxism. The aim is to advance the theoretical debate on this instrument and contribute to the rediscussion of this practice in the development agenda. The questions that surround this research are the following: Why does Aid remain as an instrument for development? What does Aid cause? And what are the alternatives to this instrument for the international community to contribute to the development of the underdeveloped countries? (AU) | |
