Abstract

This Ph.D. dissertation will investigate the use of the "real options" methodology to evaluate public R&D funding. The roots of this methodology are in financial options. It has been used in the private sector but it is new for the public sector. Its major advantage is a much improved handling of risk. The work will involve theoretical analysis, application to real public program data, and policy justification. (AU)
