Abstract

This study aims to study the social assistance policies directed at the street population in the city of Franca/SP, with an emphasis on the analysis of two services offered by the social assistance network of the municipality, the Specialized Reference Center for Population in Street Situation (Pop Center) and the Provisional Shelter "St. Giuseppe Moscati" - House of the Acolhida Prediletos. In order to do so, the historical perspective and the genesis of the phenomenon of street population combined with the development of capitalist means of production and the intensification of social inequalities in Brazil are discussed at first. Next, we seek to analyze the articulation of socio-welfare services, as well as social legislation and policies at the national and municipal levels directed at the population living in the street in the city of Franca/SP. The methodology is based on bibliographical studies, and on the collection of empirical data, which will be done through semi-structured interviews with four people in the street, users of the services and two social workers respective services. The research subjects will be chosen retrospectively, but it should include street people of both sexes and users of services for at least three months and over three months. The social workers to be interviewed should be professionals of the two social assistance services. It is hoped that this study will understand the policies of attention to the population in the street situation, in consonance with the National Policy of Social Assistance, seeking to analyze and evidence the real effectiveness of the social policies oriented to this segment.
