Abstract

The network of protection to children and adolescents vulnerable to violence presupposes the existence of programs and projects built collectively, linked to the public power and / or civil society with a view to promoting the consolidation of citizenship that, as a collective achievement and realization of social and generates overcoming vulnerabilities. However, the notification prepared by the Guardianship Advisor with the purpose of referencing the service network, for the most part, is imprecise in its technical analysis. Thus, the strictly factual interpretation of violence without causal connection with the absence of Fundamental Rights, provided for in the Statute of the Child and Adolescent (ECA) in Brazil, becomes a reference for institutions and / or social services that do not necessarily accommodate the type child or adolescent. This is the focal point of the present research proposal: to help professionals in the sectors that accept the demands of violence against children and adolescents to guide the classification and routing of the notifications based on the typology of violence and the level of violence committed in order to minimize the harm done to the victim, maximize the use of the resources of the service network efficiently and maximize the gain to society. The study scenarios will be Brazil (Bauru / SP and Uberaba / MG) and Portugal (Lisbon) using the Macbeth multicriteria decision support method.
