Abstract

In view of the great human dependence of water for the survival and perpetuation of the species, it is essential to have an effective and functional management of the waters resources. For this purpose, the basin framework is used, an instrument present in the National Water Resources Policy, which determines the quality of a water body according to the standards outlined in CONAMA Resolution 357/05. When applied correctly, the framework establishes the multiple uses of water in a given location, making it possible to plan the needs of different sectors of society. However, this instrument encounters barriers that impede its implementation and inspection, which makes it impossible to know the real situation in which a particular water body is located, often in disagreement with the class in which it is already in place. Considering these factors, it is necessary to identify, through the analysis of Basin Plans and questionnaires applied to water resource managers and researchers in the area, what are the main barriers to the implementation of the classification of fresh surface waters in Brazil, as well as its existing potentialities.
