Abstract

In Brazil, the conservation and preservation of natural resources as well as the methods allowed to achieve these goals have well-defined legal frameworks. However, degradation of the urban environment and its effects on city life continue and intensify. The Brazilian academic and scientific communities have conducted research to find and offer alternative planning for urban growth and mitigating actions to relieve already affected areas. However, the problem that materializes is the lack of dialog between public authorities and universities. Therefore, seeking more successful projects than Brazilian ones that apply scientific knowledge in the planning of urban spaces is necessary. In this sense, the objective of this project is to understand and compare the relations between the government and universities in Portugal and Brazil and apply the set of methodological procedures developed in the CHERG for the construction of a strategic roadmap of urban planning with intervention measures in Penápolis, São Paulo, Brasil.
