Abstract

Environmental problems can manifest in cities in a variety of ways, from the highest incidence of pollution to the generation of an urban climate. Such characteristics interferes in the basic human needs, influences the quality of the environment, and consequently, impairs the quality of life of city dwellers. Faced with this environmental problem, the academic and scientific community, committed to the preservation of natural resources and the quality of population's life, has made great efforts in finding and offering alternative planning for urban growth and mitigating actions to soften areas already affected. In this context, the evaluation of the urban environmental quality appears as an important contribution in the elaboration of proposals to be incorporated in urban planning, since it is related to the construction of an ecologically balanced environment considering all the elements of the urban landscape, conciliating the several types of land uses and its various activities with the natural dynamics of physical elements (NUCCI, 2008). According to this perspective, this project starts from the hypothesis that the inadequate urban planning of Penápolis/SP resulted in negative indicators that lead to the decrease of the environment quality. Therefore, the general objective of this research is to evaluate the urban environmental quality of Penápolis/SP from the environmental indicators proposed by Nucci (2008), emphasizing mainly the urban climate, especially with respect to its thermal field (Monteiro, 1976). It will be developed a methodology based on the urban climate, given its fundamental complementation with the other indicators, since it is understood that studies of urban climate and urban environmental quality are articulated not only by the techniques and methodologies employed, but also in the positive contribution to evaluate the quality of the environments. To do this, the following environmental indicators will be mapped: thermal field (air temperature and surface temperature), land use, building density, population density, flood occurrence, potential pollution, tree cover and free spaces of buildings and green areas. Then, the thematic charts will be cross-referenced for the drafting of the urban environmental quality summary chart. Based on this final map of urban environmental quality, we intend to segment the city into landscape units and propose measures to minimize possible problems identified with the purpose of contributing to the improvement of environmental quality.
