Abstract

How does the decision-making process of Petrobras' international operations occur and what is the relevance of Brazilian foreign policy in that process? Unlike most part of the literature on the subject, the main hypothesis is that Petrobras has been able to act independently when it comes to foreign investments in oil and energy, while Itamaraty has played only a supporting role. In this regard, the analysis of the decision-making process of Petrobras' international operations may explain the relations between the company and the Brazilian foreign ministry, as well as the differences between market and political decisions. In order to conduct this research, the current work intends to analyze this process under a quantitative and qualitative methodology of Foreign Policy Analysis (APE), more precisely content analysis, together with the use of statistical software for the quantification of references to energy, petroleum and Petrobras in diplomatic communications.
