Abstract

Water is a natural resource, of great importance to all living beings, acquiring social, economic and political relevance to the global society. However, its quantitative distribution is not homogeneous and the maintenance of its quality to meet the different demands has been compromised by the uses and inefficiency of the water management systems. In the case of transboundary waters, the problem is even greater, since they require exclusive legal treatment, since they are situated in two or more countries, with consequences for all those who share it, as is the case in South America, the area privileged in terms of water availability. Within this context, it is intended to take as a case study the Prata Basin, one of the main South American river basins, to discuss its management, importance and recognition to the States and regional institutions, using possible contributions from the Committee Intergovernmental Committee of the Plata Basin (CIC) for the development of institutional and legal frameworks for South American transboundary waters. In order to fulfill the proposed objectives, answer the questions and test the hypotheses, the approach of the theme will be multidisciplinary, permeating concepts of geography, international relations, law, geopolitics and the environment. Exploratory, descriptive and explanatory methods will be used, through bibliographical research and documentary research. The methodological approach of this research will be the qualitative analysis of international documents and bibliographies pertinent to the subject, and quantitative, when necessary.
