In 2002, the Additional Building Rigth Fee (OODC) was instituted in the São Paulo Strategic Master Plan, and consists in an urban development control instrument that, through the collection of a fee, raised resources to promote urban development. From the geospatial analysis of this fund-raising and its application, from the moment of OODC institution to the present day, dividing this period into temporal cuts, it is sought to understand the effectiveness of this instrument focusing in its scope and capacity to solve urban problems such as unequal development in the city of São Paulo. The resources collected will be mapped as well as the projects that received the money from the Municipal Fund for Urban Development (FUNDURB). In the sequence, the instrument will be evaluated comparing national and international experiences according to some issues. Then it will be possible to analyze and, if necessary, propose new forms to implement the instrument as well as the proposition of new instruments. It is important to emphasize that this research is part of the research project "Limites e Possibilidades da Aplicação dos Instrumentos Urbanísticos no Município de São Paulo", process 2017/15.256-1 coordinated by Professor Eduardo A. C. Nobre.
