Abstract

Despite the relevance of the slum upgrading's results in terms of improving life conditions of inhabitants, the interventions do not always reach high quality standards, besides the fact that is hard to finish the process. Under the denomination of "slum upgrading" there are distinct initiatives and characteristics that reach different results. It is assumed that the results are related to several factors, and the institutional models and methodologies of intervention established by the municipality's government are relevant ones. The ABC region is pioneer in terms of slum upgrading and the Municipality of Santo André stands out by the early structure of slum upgrading programmes, in 1990, that later became national reference. This research project aims to understand and analyse the strategies and methodologies of slum upgrading adopted by the Municipality of Santo André in the early period of implementation (decades 1990 and 2000), and verify how the complexity and limitations inherent to these actions were handled.
