Abstract

This research project has as its object of study and analysis the participatory process in the Bauru Municipal Council, created by Municipal Law No. 5.631, of 08/22/2008, which established the Municipal Participatory Master Plan. The period analyzed ranges from 2014 to 2018, covering the time of two terms. Popular participation in urban management mechanisms is a requirement of the City Statute (Federal Law No. 10.257 / 2001) and, in addition to councils, comprises other instruments such as public court hearings, conferences, participatory budget management and popular legislative initiative. The implementation of such councils depends on regulation at the municipal level, and in this case it was done through the Master Plan, so that the participatory instrument could be integrated with other ways of popular participation. By reviewing the bibliography, researching institutional sources (composition, minutes, norms, etc.) and interviews with participants of this forum, it intends to formulate a more consistent analysis of how participatory dynamics in urban planning proceed from a case study.
