Illegal electoral campaign financing: the case of São Paulo municipality

Abstract

This project aims to analyze the processes that went through the Electoral Branch of the Brazilian Judiciary System, between the years 2000 and 2018, regarding the subject of illicit financing of electoral campaigns, related to the elections held in this period in the city of São Paulo for the positions of councilor and mayor. This material will be analyzed with mixed methods. On the one hand, quantitative analysis techniques will be mobilized to offer a general picture of the problem, while qualitative analysis techniques will be employed in order to understand the dynamics of the phenomenon of illicit electoral financing in the municipality of São Paulo. It is expected, with this work, the elaboration of a database with information on the phenomenon of illicit electoral financing in the municipality of São Paulo, as well as presenting the standards of judicial decision on cases of this nature, with the purpose of contributing for the public debate and for the field of Political Science. This project is directly linked to another project, whose title is "Corporate crime and systemic corruption in Brazil" (Case No. 2017 / 24464-7). This is an international cooperation project between USP and the University of Heidelberg, in Germany, which is also funded by FAPESP and coordinated by the supervisor of this research.
