Abstract

The scenario of climatic variability in a context strongly marked by uncertainties as to the ability to cope with events relegates numerous challenges to the small cities of the São Paulo macro-metropolis and makes it necessary to move towards environmental governance capable of reducing the expected impacts. For that, it is necessary to know more deeply the multiple vulnerabilities of these places, as well as adaptive possibilities capable of minimizing impacts and avoiding disasters. It is in this direction that this project is inserted, aiming to raise socio-environmental indicators that point out the main vulnerabilities of the small cities of the São Paulo macro-metropolis. Within the range of 65 municipalities with less than 20 thousand inhabitants that make up the macrometropolis, the research focuses on three municipalities in the Metropolitan Region of Vale do Paraíba and North Coast, namely Igaratá, Jambeiro and Santa Branca. What is expected is to gather data for the understanding and analysis of the vulnerabilities that can subsidize both local and macro-metropolitan power for inclusive planning, capable of avoiding disastrous occurrences, within a framework of adaptability to climate change.
