Abstract

Public Project Culture is the central research problem. The research theme is Public Architecture and, within this larger theme, Hydraulic Architecture. The object of study is the Rio Grande Compartment of the Billings Reservoir. The objectives of the research are the 2011-2021 review of the work of the Metrópole Fluvial group in the Hidroanel project and the contribution to the group's repertoire on issues related to the water-stressed environment in semi-arid and desert regions. The final objective is the critical review of the Sao Paulo Metropolitan Hydro Ring project for the Lake Shore of the Rio Grande Compartment of the Billings Reservoir. The intermediate objectives involve four fundamental stages: Place, Program, Construction, and Synthesis. The methods to achieve these objectives involve two fundamental triads, which make up the meta-project methodology. One of them is made up of successive approaches, readings, and endings, and the other of the bases, concepts, and references. The expected result is an architectural meta-project for the area of the object of study, presented clearly and accessible to other fields of knowledge and society. The evaluation of the results achieved will be in accordance with the coherence with the collective construction of the place through the continuous improvement of the Project Culture. The basic references consist of the São Paulo Metropolitan Hydro Ring, the Asa White Billings Serra Project, the William Mulholland Project for transposing the Owens River and, finally, the Israel National Water Carrier Project.(AU)
