Abstract

The Public Defender's Office has been gaining a prominent position in promoting access to justice, in the justice system and in the collective protection of rights. However, further systematic analyses of the functioning, the impacts and the limits of its institutional performance in the field of public policies are lacking. The general objective of this paper is to analyze the institutional capacities of the specialized centers of the Public Defender's Office of the State of São Paulo (DPESP), in order to discuss the ways in which they have acted in the processes of public policy making, as well as the results achieved in the period 2017-2020. As theoretical and methodological foundations, the research adopts the perspective of State capacities for the making of public policies, and the field of research of access to justice. We follow the multi-method empirical approach through the survey and systematization of the institutional records of DPESP and semi-structured interviews with the professionals working at the Specialized Centers.
