Abstract

This project aims to analyses the factors and conditions for innovative governance of environmental sanitation in the São Paulo Macrometropolis. The analytical framework is based on the current conditions and the necessity to advance toward integrated and participatory governance of public policies and programs in view of climate variabilities, increasing social demands, and significant socio-territorial transformation, as decisive determinants of adaptive capacity and resilience of ecosystems and socio-political systems. The research addresses the main factors that result in political-administrative conflicts and generates impacts on the implantation, sustainability, and effectiveness of a new perspective on environmental sanitation governance implying the possibility to promote transparency and social participation in public policymaking in view of emergent conflicts and their different forms of manifestation.
