Abstract

This scientific initiation project aims to analyze the evolution of international cooperation in intelligence, in Mercosur and in the European Union (EU), aimed at fighting international terrorism after the attacks of September 11, 2001. The work will be conducted from two case studies, concerning the aforementioned blocks, through the use of the process tracing tool. In the case of Mercosur, initiatives such as the Plan for Cooperation and Reciprocal Assistance for Regional Security and the creation of the Mercosur Coordination Centre for Police Training (CCCP), among others, will be analyzed, exploring its objectives and results. In the European Union, the evolution of initiatives such as the Counterterrorism Strategy, the Strategy to Combat Radicalization and Recruitment to Terrorism, the Club de Berne, and the Counter-Terrorism Group (CTG), among others, will be verified. The study aims to evaluate the hypothesis that intelligence cooperation evolved in the EU and did not advance as expected in Mercosur due to the different degrees of institutionalization and perception of the terrorist threat in these blocs.(AU)
