Abstract

Street-level bureaucrats are central not only to policy implementation, but throughout all policy process. Along these lines Street-level bureaucrats' Policy Entrepreneurship (SLBPE) is recognized as important for engaging SLBs, but also to improve policy making. In the past decades, scholarship on SLBPE has identified individual and contextual antecedents to Street-level Bureaucrats' Policy Entrepreneurship Behavior, strategies SLBs undertake, and outcomes on the policy process. Further, extant literature has also identified the role of networks and collective effort. Yet, SLBPE literature lacks more articulation between individual, relational, and collective aspects of Street-level Policy Entrepreneurship Behavior. To address this gap, this project aims at explaining Policy Entrepreneurship Behavior and Policy Entrepreneurship Intentions within the context of public Early Childhood Education in the municipality of São Paulo. A survey will be sent to a sample of 1,800 professionals, comprising individuals' network characteristics, perceptions on collective skills, policy powerfulness, and attitudes towards policy change. Data will be analyzed through Qualitative Comparative Analysis (fsQCA). (AU)
