Abstract

This research project aims to develop a comparative study between the implementation of São Paulo's public policy instrument "Cota de Solidariedade" and the "Loi Solidarité et Renouvellement Urbain"(SRU Law) in Paris. Through the comparative analysis, the project seeks to broadly indicate the similarities, differences and implementation challenges regarding political actors and institutions between these instruments in the two metropolises. At the same time, a longitudinal and systematic analysis of the Parisian instrument can provide a detailed understanding of the particularities of French urban politics and policy instrumentation in Paris, as the research being developed in Brazil does the same concerning São Paulo's politics and policies effects. Therefore, the research will pursue to point out forms of social housing production and the logic of instrumentation in this European metropolis and afterwards observe it in relation to São Paulo's experience.
