Abstract

The mais objective of this master's project is to carry out a longitudinal comparative analysisof the Annual Budget Law (LOA), the Annual Budget Law project (PLOA) and the Federal Government's budget execution, observing the budget distribution bygovernment function, from the analytical lens of the premises of the Theory of Punctuated Equilibrium and capacity and diversity in public policy priorities. The research will follow the study methodology of the Comparative Agendas Project (CAP) group, and will analyze the database, already codified and for expansion, based on the assumptions of JONES et al.(2009), using the statistical analyzes of the kurtosis (kurtosis) and l-kurtosis (l-kurtosis) models. Observing, therefore, the study of the budget parts and the processbudget will allow us to understand their relationships and possible changes within the budget, the realization of government priorities and policy distributionspublic policies in their sectorial aspects in the government agenda.
