Abstract

The importance of studying the symbolic agenda has been reinforced in recent years, based on the contribution of the studies Chaqués Bonafont (2015), which demonstrate that it is possible to map the presidential priorities from his speeches, so that these indicators may have significant similarities with the decision-making agenda. map the agenda symbolic, however, is not only relevant to compare it with the decision-making, because it, in itself, is also able to influence the priorities of other important actors, and even ofmake room for new themes to come to the attention of the institutions, with a view to the emphasis given to the speeches of the heads of state. In this way, the symbolic agenda is not about only from the meeting of indicators that demonstrate the president's promises to the population, but the identification of the subjects, which among many others that need your attention, are chosen to be shown as a priority to the public and institutions.From the need for this study demonstrated by the current agenda literature government, it will be possible to seek interpretations for the following question: what are the similarities and differences of Lula's symbolic agenda in 2003 and 2023 and what factors government transitions that motivated these changes? In addition to this main question, there are also other questions that this research intends to answer: in which of the two years Was Lula's agenda more influenced by the transition scenario? Which subjects wonmore attention from Lula as a result of the previous government's measures? What themes arepriorities for Lula regardless of the context?
