Abstract

This research project, linked to the main objectives of the Auxílio Jovem Pesquisador (FAPESP 2020/07485-3) "A Dinâmica da atenção na formação da agenda governamental brasileira" aims to assess whether the theme of inequality was present, and how, in the "party platform" in the electoral presidencies between 2002 and 2022, through a comparative study of the two documents of the presidential slates that went to the second round in each election, using the methodology of content analysis and codification by macrocodes and subcodes. The hypothesis is that, despite the growing inequality in Brazil from 2015 onwards, the topic received more attention and was more satisfactory in party platforms by the presidential slates in 2002 than in 2022. It is believed that the topic loses political and electoral relevance over time, giving space to other subjects such as corruption and public security. It is understood that the "party platform" can be an indication of agenda setting and government attention as it is a formal document that aims to show to electors and interested parts what is intended to be implemented in the political management. Thus, the study intends to put a spotlight on the confrontation of inequality by the part of the political class, especially the candidates who dispute the head of the executive. Furthermore, a more recent investigation into these changes of preference and the inclusion of "party platform" in the scope of analysis of the Brazilian Policy Agendas Project (BPAP) is incipient in the literature.
