Abstract

This research is part of the study of the governmental agenda with the proposal to analyze the main divergences between the Complementary Law Projects and Approved Complementary Laws, in the period from 1988 to 2018, using the theme variable of the Complementary Law Project and Approved Complementary Law as a guiding basis for the analysis. More than 4,120 legislative documents were collected, already duly categorized by their respective themes, the objective of this project being to analyze the changes in priority in the governmental agenda, considering the changes in the prioritizations of the pre-decisional agenda, represented by the Complementary Law Projects, and how these prioritizations relate to the decision-making agenda, represented by the Complementary Laws Approved during this period.
