Abstract

This work was motivated by the researcher's experience in a Community Psychosocial Center (CAPS) in the central area of São Paulo, in which it was found that there is an incompatibility between what is recommended by public policies linked to the Brazilian psychiatric reform and the daily reality of services, especially with regard to listening practices. Thus, the research aims to investigate how listening practices occur in the Community Psychosocial Centers, seeking to answer the following questions: is there listening in the mental health services that compose brazilian Unified Health System (SUS)? In what way? What are the characteristics of this listening? The research will analyse the situation of Community Psychosocial Centers in the city of São Paulo, based on the hypothesis that there is a decay of listening practices at these services, influenced by changes in the national situation and in public health policies in this city and throughout the country. This investigation will be carried out through the analysis and interlocution of texts about mental health and public policies, as well as psychoanalytic discourse analysis of different materials linked together: interviews with workers from community centers, clinical vignettes, oficial documents relating to mental health public policies, and public speeches. The privileged, but not exclusive, theoretical framework will be psychoanalytic. The work is justified insofar as it intends to make contributions to the field of public policies through the production of a notion of listening that lends itself to future evaluation of these policies, in addition to enabling a greater understanding of the relationship between policies and practices in CAPS, increasing resources for formulating and implementing public policies.
