Abstract

This project seeks to analyze and understand the role of cities intransferring and implementing the principles of the Paris Agreement. Above all, theproject seeks to do an analysis based on the comparison between the cities of SãoPaulo and Johannesburg, both participating since 2005 and 2006, respectively, inCities Climate Leadership Group (C40). C40 is a global network made up of nearly100 mayors of prominent cities with the aim of combating the climate crisis. Thefollowing questions will guide the project: In which contexts were the principles of theParis Agreement implemented in São Paulo and Johannesburg? How does the C40help implement the Paris Agreement principles in both cities? What are thedifferences and similarities between São Paulo and Johannesburg? What are thedifferences and similarities between the São Paulo and Johannesburg climateplans? A comparative analysis will be carried out between the two cities, using thetechnique of process-tracing. The survey of empirical evidence will be carried outthrough the existing literature on the transfer of public policies, climate policies, inaddition to the survey of official documents and the media
