Abstract

The National Policy for Comprehensive Health for the Black Population, established in 2009, is celebrating its 15th anniversary. It was created with the aim of reducing centuries-old racial inequalities in Brazil; however, it has not yet managed to have an impact on the health of this population. This policy has been the subject of debate and extensive reflection regarding its effective application in all areas of coverage and the importance of organizing studies and local centers in educational institutions, in order to contribute to knowledge and full application of its precepts in the areas of education and health. The policy is the first document of the health system that draws attention to diseases that are more prevalent in the black population, to racism that occurs within health institutions and highlights the need for attention to this contingent, pointing out racism in indicators of early death, maternal mortality and prevalence of diseases such as cardiovascular disease, tuberculosis and diabetes. The importance of including race/color criteria in information systems is highlighted; as an example on mortality and live births from the Ministry of Health. This study aims to include the debate on policy in various instances and promote training processes in various strata of society; doing so by tracking the difficulties of access to health care by the black population, knowing the monitoring status of the most prevalent diseases and addressing vulnerabilities related to health and well-being. These results will be applied to provide conditions for health workers to obtain training on the peculiarities of the health of the black population; develop recommendations on health, social inclusion and promote actions to guide the population regarding their rights. In addition to contributing to the awareness of civil society and health professionals about the importance of self-declaration of the color/ethnicity item in forms and information systems. The research will be conducted through population surveys of users and multidisciplinary health professionals (community health agents, nurses, nursing technicians, health surveillance technicians, dentists, doctors and other professionals from Health Units in the city in the interior of the state of São Paulo.
