Abstract

Providing more equitable and accessible urban mobility is a challenge faced by many municipalities in Brazil. As an instrument for implementing the National Urban Mobility Policy, the Urban Mobility Plan should ensure broad and democratic access to the city for all people. Its main challenge is integrating policies related to land use and occupation, environmental control, economic development, and social inclusion, with the aim of mitigating the negative externalities arising from the predominant use of motorized individual transport. In this context, this research aims to assess the effectiveness of implementing sustainable urban mobility policies in the municipality of Indaiatuba and their relationship with the Campinas Metropolitan Region, identifying gaps in both municipal and metropolitan urban mobility policies. The exploratory and descriptive methodology seeks to quantitatively and qualitatively evaluate the urban mobility policy through the Master Plan and the Urban Mobility Plan in the municipality of Indaiatuba, as well as their correlation with the Integrated Development Plan of the Campinas Metropolitan Region. For this purpose, topics extracted from Federal Law No. 12,587/2012 and the methodology proposed by Magagnin (2023) will be used. The method will allow for the general characterization of each plan (laws and annexes), analyzing the content of the documents by themes (laws and annexes), and comparing them with the reality implemented in the municipality. It is expected that the results of this research will contribute to deepening investigations into urban mobility policies in medium-sized cities, as well as identifying gaps between the planning stages and the effective implementation of urban mobility in the municipality.
