Territory as a resource, territory as shelter: The dimension of culture in the urban development plans of the cultural circuit of downtown São Paulo

Abstract

This master's research aims to examine how culture has been incorporated into urban development projects and plans in the city of São Paulo. The analysis focuses on the formation and constitution of a dense cultural circuit in the city center, where squats and cultural manifestations are embedded. Through the struggle for the right to the city and territory, these movements have, over the years, been claiming cultural citizenship, cultural and leisure facilities, and consequently, their participation and inclusion in the formulation of urban cultural policies. We propose to undertake an analysis of the ten years (2014-2024) of the Território de Interesse da Cultura e da Paisagem (TICP) Paulista/Luz, seeking to establish connections between the elaboration, practice, institution, and maintenance of this policy, which directly impacts the analyzed region, its cultural circuit, and the construction of citizenships. Through the promotion and creation of territorial strategies, built from the relationship with the used territory, its uses as a resource and shelter, we aim to understand the city as a space of solidarity, marked by a wealth and density of culture in its various forms. To achieve this goal, the following will be carried out: i) semi-structured interviews; ii) data collection, processing, and manipulation; iii) periodization of urban cultural policy; iv) fieldwork and technical visits. Additionally, legislation n.16.050/2014 will be reviewed, especially articles 314 to 317 of the Plano Diretor Estratégico (PDE), which addresses the TICP Paulista/Luz, the region surrounding the area.
