Abstract

The central objective of this project is to examine the role of evidence-based science diplomacy as a strategic instrument for addressing opportunities to strengthen and threats to the maintenance of democracy, governance, and trust (DGT). To this end, the project seeks to better understand the conditions that foster international collaboration in science, particularly through the exchange of information. In this context, we introduce the concept of "metascience observatories" - organizations that utilize advanced data and specialized methodologies to comprehensively analyze the global landscape of science and innovation. These institutions are dedicated to examining science as a sociopolitical phenomenon, employing sophisticated data collection and processing techniques while adopting a broad and cross-cutting approach. Their role in science diplomacy is essential, as they contribute to the formation of international partnerships, facilitate scientific exchange, and provide evidence and qualified advisory support for the development of science-based public policies. The project's proposal is (i) to produce evidence, methodologies, and tools that can support the creation, use, sharing, and adoption of scientific knowledge and innovation, as well as (ii) to analyze the relationship between science diplomacy and Global DGT, based on inclusive metascience observatories.
