Abstract

This research aims to trace a conceptual trajectory of housing as a service in order to understand how the concept has been constructed in the public debate and in the formulation of housing policies, plans and programs. It will identify and observe the different actors and interests involved in the mobilization of this concept, the contexts in which it appears, in order to understand how different narratives around the housing service are influencing the formulation of programs, for whom they are being intended and with what interests. In order to do this, it will carry out: (i) a theoretical and historical literature review on concepts such as public service and housing, on social rental housing policy, among others; (ii) a reading and analysis of documents relating to programs, plans and policies, mapping and systematizing definitions of housing as a service; (ii) interviews with researchers, managers and housing movements. As a time frame, it will focus on debates from 2000 to 2025, based on the proposals and programs initially surveyed. In terms of space and spheres of government, the research will focus on: (i) the federal government, through the analysis of regulations (e.g. Res. Recomendada nº 75 do CNC, PL 6342/2009 and PlanHab 2009-2023); and (ii) the municipality of São Paulo, through the analysis of the Social Leasing Program (Res. CFMH 23/2002), the 2014 Strategic Master Plan (Law 16.050/14) and the PlanHab 2009-2023. (AU)
