Abstract

The ability to analyze large databases for the production of strategic information is crucial to improving the performance of health systems. The COVID-19 pandemic highlighted the need to enhance the use of information in the management of health systems worldwide. Countries whose governments had information systems to support decision-making achieved more satisfactory outcomes in addressing the outbreak. In Brazil, due to issues related to federal management during the pandemic, CONASS (National Council of State Health Secretaries) and CONASEMS (National Council of Municipal Health Secretaries), which are representative bodies of municipal and state health departments, assumed an unprecedented role in coordinating the Unified Health System (SUS) in response to COVID-19. A partnership between CONASS and a consortium of media outlets became a reliable source of data on the evolution of the pandemic during a period of great political tension in the country.In 2023, drawing on the experience accumulated in information management during COVID-19, CONASS created the CIEGES Network (Strategic Intelligence Center for State-level SUS Management). The CIEGES Network aims to support the development of managerial intelligence within the SUS at the state level, providing access to strategic information that supports SUS managers and health professionals in their decision-making.This research project, carried out in collaboration with CONASS, seeks to contribute to the advancement of scientific knowledge on the use of information in the management of the SUS at the state level, through support for the formulation, implementation, and impact analysis of the CIEGES Network. To achieve this goal, the project will combine analytical models from research on health systems, resilience, and innovation, and will use mixed-methods approaches for the collection and analysis of both qualitative and quantitative data.The expected results will be categorized as follows:a) Projects to support the formulation and planning of strategies for the implementation of the CIEGES Network by CONASS;b) Projects to support the implementation of state-level CIEGES centers;c) Impact analysis of CIEGES on SUS management at the state level, including the sharing of experiences and best practices;d) Technical and scientific publications documenting the findings.By implementing this research project, the collaboration aims to improve understanding and the effective use of information in state-level health management, thereby contributing to the enhancement of SUS performance in Brazil.
