Abstract

The climate emergency is a multidimensional and disproportionate global phenomenon with significant and widespread challenges. In addition to concentrating on unique effects, cities, such as coastal cities, have an essential role to play in dealing with the climate crisis. Among climate strategies, the social participation of the vulnerable population, as well as the principles of climate and environmental justice, are seen as essential pillars for the effectiveness of climate strategies, with social learning as another viable mechanism indicated by the literature. In this sense, this project aims to propose participatory models that favor the inclusion of Brazil's vulnerable urban population in municipal coastal climate adaptation policies. The qualitative research methodology will be a case study of the participation of the vulnerable population of São Vicente (SP) in the construction of the municipal public policy on climate action as part of the project "Co-planning for climate justice in the municipality of São Vicente: development of tools for territory-based decision-making with scientific and community evidence". The data collection techniques employed will be systematic mapping of scientific and gray literature, data collection, participant observation, and multi-stakeholder mapping based on individual and group semi-structured interviews. It is hoped that the analysis of the participatory process will contribute to constructing inclusive and participatory municipal public policies on climate action in coastal areas. (AU)
