Abstract

This research project deals with the Égide Program (Integrated Strategy Against Incidents in Schools), a long-term public policy conceived within the Municipality of Campinas (SP), with the collaboration of the Public Security and Education departments. The Program is part of the context of the proliferation of violent actions, especially attacks resulting in death, in public schools, both in Brazil and around the world. As is widely known, the social commotion around this issue has generated a climate of panic in school communities, which has led to many families not sending their students to the school environment in April 2023. Seen as a broad and coordinated response to this serious problem legal and social, the Aegis involves preventive aspects and prompt response to cases of potential or real critical incidents in the school environment. Bearing in mind not only the complexity of the thematic axes that make up this public policy, but also the contemporaneity of the facts that led to its creation, the Égide is predominantly seen as a public policy under construction (PCO), with the phases of conception and initial modeling of the Program have already been carried out, in a preliminary way, by the public agents involved in the process. This does not rule out the possible need to revise the initially conceived model, an action that will involve the participation of researchers linked to this research project. Considering these characteristics, the scientific contributions of this research Project will occur in all phases of the Égide, namely: in the revision of the modeling and design of the implantation procedure, in the evaluation of the effectiveness of the instruments of control and sharing of information planned in the Program, in the personnel training, whether with regard to technical-legal aspects on topics related to the Égis, or to qualify the debate about the meaning of the school space and the protection of the rights of minority and vulnerable groups that are found therein. In this way, adopting multiple methods of analysis of the Public Policy in question (data analysis, interviews and mapping of the target public, cataloging and analysis of incident normative material, in short, comparison with similar experiences implemented in Brazil or abroad) and with the With the support of the Partner (Campinas-SP City Hall) and associated institutions (Public Ministry of the State of São Paulo), the Project aims to contribute to the consolidation of this Public Policy and, as a consequence, to the protection of the human and fundamental rights of the target public.
