Abstract

This project aims to understand how the implementation of new electoral technologies, such as electronic voting machines, is influenced by the political competition surrounding the transformation of electoral institutions in Paraguay. The work also seeks to expand the discussion of Science, Technology and Innovation (ST&I) issues, with an emphasis on the study of electronic voting. The study will use qualitative process-tracing analysis as methodology, such as mission reports from electoral observation bodies such as the Organization of American States (OAS) and the recent academic debate on the implementation of electoral technologies. In order to understand the correlation between institutional rupture and the transition of electoral technologies, the paper will look at the political crisis seen in Paraguay, from the study for the implementation of electronic ballot boxes in 2001, its discontinuation in 2009, to the impeachment of President Fernando Lugo in 2012.
