Abstract

In Brazil, although an uncertain conjuncture, the civil construction sector remains one of the Brazilian economy engines. Nowadays, in this sector, in Brazil and also in several other countries, including France, the intermittent production and the strong demand fluctuations highlight the roles of the players responsible for the design and the management of the construction project in which the relevance of environmental aspects is rising. We still find a strong dissociation between the activities of real estate developing - that includes the definition of the project needs - and the definition of the design requirements contract that is needed for the project detailing. A significant gap in the definition of the product is found. The construction players, which are involved in the development, sales or construction, recognize that higher attention must be devoted to the contractual rules, to the information flow and the interfaces management and, mostly, to the project briefing. Moreover, an increase of the competitiveness, each day more intense, with increasing complexity projects that have each time shorter construction delays until their delivering to the user. In this same scenery, with great opportunities of improvement, a new factor appears in the building production process: the environmental management and the sustainable development, which make the design process still more complex. The building construction sector is going to face up to the difficulties brought for this new factor, with the support of the FINEP, ANA - Water National Agency of the Ministry of the Environment, and of the Federal Government itself, that considers the question as a priority. The organizations are acting into each time a more demanding legislation context, aiming at the adoption of stronger environmental protection, thus taking care of to the environmental requirements and the sustainable development. Due to the relevance and complexity of the matter, in the proposed research, from the exchange with the French researchers and professionals, it will be searched the management evolutions in the French building sector. For this purpose, it will be studied the case of a large urban project in France and develop a comprehensive case study, the “Paris Rive Gauche" project that, because of its dimensions and complexity, 130 hectares of land, more of two millions of square meters of built area, result of a public-private project and ISO 14001 certified, will surely contribute to the analysis and conclusions of this research. As the products of this research work, it is envisaged the joint publication of some papers, to be submitted to scientific conferences and journals, as well as the creation of a technical manual of complex projects management.
