Abstract

The practice of environmental management of cities has been insufficient to guarantee a minimum level of environmental quality, for reasons that involve since the inefficiency of environmental licensing procedures applied to cities as an instrumental vision prevailing in urban planning. Environmental issues have been often ignored before other priorities given by the development of cities, increasing their environmental liabilities and distancing them from environmental sustainability. This research project proposes to carry out an investigation related to the possibilities of adopting a differentiated approach to environmental planning and management of cities, similar to an enterprises with potential to generate negative impacts. The project is structured to integrate and compare the results from three case studies to be developed in urban watersheds located in the municipality of São Carlos (SP).
