Abstract

The petroleum exploitation is considered essential to the economy and energy self-sufficiency of the countries. In Brazil, the discovery of new reserves of oil and natural gas in the pre-salt puts in a strategic position both economically and technology on the world stage, but the expansion of production facilities results in increased risks inherent in the activity. Thus, the communities living in production areas are increasingly exposed to technological risks, coexisting with the possibility of accidents with consequences such as contamination of air, soil and water with heavy environmental and social implications. This thesis investigated the factors that influence the perception of the community about the physical risks (explosions and leaks) for two projects, Terminal Aquaviário de São Sebastião e o Gasoduto de Mexilhão em Caraguatatuba, both situated on the northern coast of São Paulo, and operated by Petrobras. Among the methodological strategies were conducted semi-structured interviews with the community residing in the area of direct and indirect influence of these enterprises. It is hoped in this way, contribute to the challenges of building the management of risks associated with the exploration and production of oil and increasingly participatory gas, incorporating the question of risks not only the technical / probabilistic point of view, but also as a social construction.
