Abstract

This dissertation analyzes the production of urban space in its articulations with the production of social interest housing and the dynamics of the real estate market in two medium cities located in the State of São Paulo: Marília and Araçatuba. The objectives are to analyze the expansion of the urban network, the evolution of land prices and its relation with the production of large housing estates financed through housing policies and programs over time. In the end, it seeks to learn the process of selective and differentiated valuation of space by the mechanisms proper to the real estate market in articulation with the actions of the State. Thus, although we understand the need for an analysis of the process of production of urban space since the genesis of these cities, some cuts were made in order to objectify research. From the point of view of the analysis of housing production, we took as starting point the 1960’s, a period in which the first major national housing policy (BNH) was launched. Based on this choice, the housing production carried out by the COHABs and the CDHU is prioritized until the 2010, when the "Minha Casa Minha Vida" Program is analyzed. About of the real estate market approach, It is sought to understand the conjuncture of the last decades, in particular from the launching of the “Plano Real”. As a background for the debate is the understanding of land as a special merchandise, the articulations and synergies between actions of the State in the promotion of housing and the actions of private agents and the resulting spatial ones that widen the differences and inequalities in the production of the space.
