Abstract

Faced with housing and urban problems resulting from limited access to land for the poorest population in Brazil, several housing financing mechanisms have been instituted in the country, one of the most recent being the Minha Casa Minha Vida Program (MCMV). The output resulting from these programs, however, has been of little assistance to the lower low-income population. Especially at MCMV, as middle and lower middle income layers were served by Tracks 2 and 3, which were the categories with the largest number of units contracted in the three phases of the program (2009-2018). When analyzing the academic works that have studied contemporary housing policy, it is possible to identify that there are few that address these ranges, as well as there is a gap regarding the commercialization stage of housing units and the relationships between the agents that participate in it, for example, as real estate brokers. ANNEX that commercialization relates to the dimensions of production and consumption of housing and that it participates in the definition of the value of housing developments, the objective of this project is to understand which ones are used in the commercialization of MCMV projects in Tracks 2 and 3 and the relationship between real estate agencies (responsible for such commercialization), as developers or builders (producing agents) and consumers. Using the methods of documentary research and field research, we seek to deepen the understanding of the moment in which the value of the housing is circulated, which can be carried out by both realtors within the real estate developer's own staff, as well as partnerships with brokers or by outsourcing this stage. The research results will highlight the relationships established between the strategies adopted by companies of different sizes (national developers and local construction companies, for example), in addition to the profiles of consumers, contributing to the analysis of the production of urban space in the light of contemporary processes that favored the participation of private agents in housing policy.
