Abstract

In the FragUrb Thematic Project, to which this work plan is articulated, we consider that the dimension of dwelling corresponds to the central locus of social reproduction. Historically, the conditions placed on access to this good (housing policies, financing conditions, agents involved in its production, etc.) have changed profoundly. In the same sense, the introduction of the fiduciary alienation mechanism has also imposed changes in the permanence of many families in the housing, insofar as this mechanism facilitated that the eviction processes were started more quickly and easily, through execution extrajudicial, of financed housing. Defaults for more than three months lead to real estate auctions, often of properties occupied by families, with the objective of quickly removing them from the registers of assets under the responsibility of the banks (the so-called Assets Not for Use), making them resuming the payment flows of your installments as soon as possible. Among the various financial institutions, Caixa Econômica Federal (CEF) stands out, the largest housing financer in Brazil, on which the efforts of this Work Plan will fall. Thus, the challenge of access to housing is superimposed on a new one, which is permanence. More than an individual problem, related to each family, its different situations of employment/unemployment, income and ability to pay, it is a social and eminently urban issue that takes place in different ways in each city. The types, qualities, price ranges, occupancy conditions and locations of the houses that are up for auction, while helping to reveal situations of precariousness in the dimension of living in each city, place this dimension at the center of the production of urban space. in the logic of socio-spatial fragmentation that treats housing only as a commodity. Just as important as starting to monitor such preliminary situations of housing loss is to verify their trends over time in order to assess and evaluate the most and least affected socioeconomic segments, especially in relation to the areas and sectors of the cities where they are most affected. In order to begin the problematization of this set of questions, this work plan presents a proposal to identify, compile, map and start the analysis of real estate auctions in the cities of Maringá (PR), Ituiutaba (MG), Chapecó (SC) and Dourados (MS), between the years 2018 to 2022. It is intended to use such information in order to qualify the ongoing debate in the thematic project around Analytical Plan 4 - Housing production and consumption.
