Internationalization and student mobility : the Science without Borders program in the University of Campinas

Abstract

Created in 2011 by the federal government, the Science without Borders program was the largest Brazilian public policy for student and academic mobility, carried out in a short period of time. Between 2011 and 2016, the program provided study and research scholarships in Brazil and abroad, in seven different modalities. This research aims to evaluate the effects of the Science without Borders program in UNICAMP, from 2011 to 2016, from the institutional point of view. Thus, given the abrupt implementation of the federal program in the university, it is verified how the program has been inserted into the internationalization strategy of UNICAMP and what were the effects for undergraduate education, research and for the internationalization of the university. The motivation for the research in UNICAMP is due to the following factors: a) the importance of the university in the Brazilian higher education system; b) the UNICAMP¿s previous experience with internationalization; c) the large number of scholarship holders of the Science without Borders program at the university; and d) the lack of studies on the effects of the program in UNICAMP. The research was divided into two parts: (1) bibliographic and documentary review of the program and (2) a case study of UNICAMP, conducted through the use of secondary data, collected in internal and external sources, and through semi-structured interviews with undergraduate course coordinators, internationalization managers at the university, professors and researchers who were beneficiaries of postdoctoral fellowships by the program and technical coordinators of researchers who came to UNICAMP from other countries. It was seen in this research that the program presented weaknesses in several phases, considering the public policy cycle, presenting difficulties in the diagnosis of the problems and in the formation of the agenda, but also in the formulation and implementation of the policy. From the research at UNICAMP, it was concluded that the short-term effects for UNICAMP were timid, given the high costs of the program. Thus, although there have been positive institutional effects both in undergraduate courses and in university internationalization, these effects were modest and limited, and were accompanied by a series of administrative difficulties. In terms of research, positive perceptions were obtained about the effects of the program in the university, although it should be noted that the modality with the largest share of scholarships did not incorporated activities related to research (AU)
