Abstract

What we are proposing is a historic bailout and an analysis of the movement of concessions and public-private partnerships that have taken place in the state of Sao Paulo since the late 1990s. Gradually, the state road network is transmitted to private groups, altering the role of the State, to the transport service provider, for the role of regulator and supervisor. This process was due to a reform of the Brazilian state, driven by the recommendations of the Washington consensus, which introduce neoliberal ideals into public policy in a more forceful manner. Currently, more than a third of the total road network in the state of Sao Paulo is under the management of concessionaire companies. The distribution of resources collected through tolls may be listed as a relevant aspect of the analysis, as it creates conditions of territorial inequality in the distribution of income. Thus, only a few selected municipalities fall into the logic of collection, which establishes an imbalance of fiscal forces among finances of the same size. Finally, we can suggest that the state's performance in the sector does not provide indications that it points to a change in the role of agents, that there is a process of accentuating this policy.
