The ghostly metropolitan governance in Brazil: space reproduction and the theoretical-ideological practice of contemporary planning subordinated by capital

Abstract

This work is about the social, political and juridical paths of the formulation of the Metropolitan Statute, federal law nº 13.089, approved and sanctioned on January 12, 2015, and, with it, the institutionalization of the metropolitan and interfederative governance like a model or mechanism to territorial and urban planning. Beyond the institutional scope, but without losing the dimension of the specific characteristic of this field in contemporary political and economic dynamics, we seek to apprehend the formulation of this law in Brazilian and international context as the socio-historical and geographic ground and, likewise, the initial results of the application of this new statute, having the Metropolitan Region of São Paulo the case study that reveals this process. Thus, we consider, on the one hand, the reintegration of the country in international labour division in intense process of financing and internationalization of the marketing what, in last instance, demands counter-reforms of the state structures, mainly with objective and subjective great influence of international agencies, with emphasis on the World Bank and the International Monetary Fund. On the other hand, we analyse the redefinition and reproduction of metropolitan spaces in capitalist accumulation and the trend of this process to interfere in the political arrangements in the sphere and territory of urban planning, with great impact in economic decisions and in political and administrative apparatus of the state. These two aspects, in general terms, were definers of the political formulation for the great and extensive urban agglomerations and metropolitan spaces in all national territory. On the same point of view, we analyse the reason of being, the fundaments, the genesis and development of the neoliberal conception of governance, not in speculative or idealistic form, but in its concrete/practical realization by assuming precise social functions, as this conception consubstantiated of the awareness and the taking positions and decisions favourable to the creation of Metropolitan Statute with priority in changing the aspects of the urban planning and in metropolitan spaces restructuring, thus exposing the ideological and political paths of this formulation in Brazilian ground (AU)
